NSR Rule for Fine Particulate Matter

On May 8, 2008 U.S. EPA issued the much awaited New Source Review (NSR) Rule for Fine Particulate Matter (PM2.5).  A&WMA's newest Webinar "A Small Problem: The New NSR PM2.5 Rule" provides an overview from the experts on the  significant implications and challenges presented by the new rule.  Permits will take longer to process as the new rules are implemented across the country.  Affected facilities will need to budget for and implement more stringent levels of pollution control.  Sources that trigger “major” new source permitting requirements for PM2.5 will have to obtain “emissions offsets” for PM2.5 emissions, as well as “PM2.5 precursor” pollutants, including NOx and SOx, pollutants emitted by all sources that combust fossil fuels (natural gas, diesel fuel, oil, coal).  Learn about the new rules and avoid project delays.

Some of the more important Key Provisions of the New Regulations to be addressed during the Webinar include:

  • The need to  address both “direct” PM2.5 emissions, and “PM2.5 precursor” pollutants: sulfur dioxide (SO2), nitrogen oxides (NOx), volatile organic compounds (VOCs), and ammonia.  Sources will not only have to look at PM2.5, but also NOx and SO2 emissions to determine whether they trigger major source permitting requirements and the timing for the roll-out of these new requirements.
  • Determining the NSR “major source threshold” and "significant emissions rate" in attainment and nonattainment areas for PM2.5.
  • Understanding Condensable Emissions and their related requirements.
  • New “offset ratios” for direct PM2.5 and precursors NOx and SO2 for NNSR.  
  •  Using  “interpollutant trading” of direct PM2.5 and precursors for NNSR.
