This two part series will dive into the regulatory requirements including EPA performance specifications and testing methods that dictate Continuous Emission Monitoring (CEMS) design, operation, and data availability. Technical considerations for selecting and designing continuous sampling, data acquisition, and reporting systems will be reviewed along with the steps to take to ensure successful Relative Accuracy Test Audits (RATA).  Part I will focus on key regulatory requirements for most CEMS applications along with sample system design considerations. Part II will cover additional regulatory requirements and include discussions on data management and accuracy testing. Lessons learned will be shared and frequently asked questions will be highlighted throughout the presentations.

Mindi Faubion, PE, Air Quality Director, Providence Engineering and Environmental Group LLC
Mindi Faubion, PE (LA, OH) is the Air Quality Director for Providence Engineering and Environmental Group LLC.  Mrs. Faubion has over 11 years of multi-media environmental experience and in her current role, she serves as director of a team of environmental professionals including environmental engineers and scientists, focused on air quality permitting, compliance, modeling, and monitoring.  Mrs. Faubion’s air quality work experience includes regulatory permitting and compliance, air dispersion modeling, compliance and monitoring plan development, regulatory analysis, emissions estimation, and general air compliance support.

Brian Fowler, Director of Engineering and Marketing, Environmental Systems Corporation
Brian Fowler has worked for Environmental Systems Corporation in Austin, TX for more than ten years, in progressively challenging roles. Previously, Brian worked as an engineer for Panasonic Automotive Systems. He is an alumnus of the University of Tennessee with degrees in electrical engineering and business. His skills include program and project management, sales support and product development. In his free time, Brian enjoys spending time with his wife and two children and watching University of Tennessee football. Go Vols!

Paul Hollis, Air Quality Field Services Manager, Providence Engineering and Environmental Group LLC
Paul Hollis, Providence Air Quality Field Services Manager, and his team currently operate several air monitoring systems at multiple facilities across Louisiana.  Paul has managed Providence’s field efforts for over 13 years and his background includes soil, water, and air sampling/monitoring. He has assisted with the integration and construction of multiple air monitoring stations, mobile laboratories, and continuous emission monitoring systems (CEMS). He has successfully completed the naturally occurring radioactive materials (NORM) Surveying and Control training as well as FLIR’s infrared camera training. 

Don Klotz, Business Development Manager M&C Tech Group North America
Don Klotz is the Business Development Manager for M&C Tech Group North America, headquartered in Ventura, CA.  He holds a B.A. in Environmental Affairs & Policy from Indiana University.  He has over 18 years of experience in air quality monitoring and compliance.  His career began at Indiana’s Department of Environmental Management as an Air Quality Scientist; helping to develop the State’s ambient air quality network.  He later entered into sales and service for a wide array of gas analyzers, sample systems, and presently consults clients on Continuous Emissions Monitoring Systems (CEMS).

Paula Metz, Technical Services Regional Manager, Alliance Source Testing
Paula Metz is the Technical Services Regional Manager for Alliance Source Testing, LLC (AST).   She holds an MBA from Capella University and has worked in the environmental field for over 18 years.  She is knowledgeable in CEMS testing requirements, procedures, and calculations for different methods and regulatory requirements.  Paula interfaces with customers, regulatory agencies, and AST project managers when reviewing requests for proposal, facility permits, and state and federal regulatory standards in support of developing cost proposals, test plans and reports for source testing projects.

Jason Midget, Environmental Engineer, Placid Refining Company, LLC

Jason Midgett is an environmental engineer for Placid Refining Company LLC in Port Allen, Louisiana. He is responsible for developing and managing regulatory air programs including CEMS at the independently owned petroleum refinery. He is an active member of Air and Waste Management and currently serves as the Louisiana Section’s Vice Chair. Midgett holds bachelor and master’s degrees in Biological Engineering from Louisiana State University.
