NSR Update: The Good, the Bad and the Not So Clear

In this NSR update, Rochelle King, EPA’s New Source Review (NSR) Group Leader from EPA’s Office of Air Quality Planning and Standards, along with nationally recognized NSR experts, will discuss major developments in the NSR program. The discussion will include potential impacts from the upcoming revised PM2.5 NAAQS and PSD netting. The NSR program continues to be altered by US EPA policy guidance and court decisions. As noted in EPA’s regulatory agenda, several major NSR policy and regulatory changes are scheduled to be issued. NSR experts will be available to answer your questions.

Robynn Andracsek, PE, Permitting Engineer, Providence Engineering and Environmental Group LLC
Robynn Andracsek, PE, a permitting engineer from Providence Engineering and Environmental Group LLC, loves clean air! She has a BS in mechanical engineering and a MS in environmental engineering, both from the University of Kansas (Go Jayhawks!), where she teaches air quality and engineering ethics. She has 27 years of experience in air permitting with emphasis on the utility and district energy industries. A frequent writer and speaker, she has been published in ENR magazine, District Energy magazine, and has been a contributing editor to Power Engineering magazine since 2007. Robynn loves Acid Rain regs, RMRR, and an elegant excel spreadsheet.
Colin Campbell, Principal, RTP Environmental Associates
Colin M. Campbell is a Principal with RTP Environmental Associates, Inc., and manager of its North Carolina office. Mr. Campbell has more than 30 years of experience in providing expert air quality consulting and training to regulated industry and to regulatory agencies, primarily with respect to the major NSR programs.
Eric Hiser, Senior Partner, Hiser Joy
Eric Hiser is lead environmental partner at Hiser Joy, PLC. He helps complex industrial facilities comply with environmental regulation at reasonable cost while maintaining operational flexibility for future product and process innovation. Experience includes over 200 PSD, NNSR and Title V permits; SIP/FIP development; and state/federal appeals and enforcement defense. He is a coauthor of A&WMA’s New Source Review Manual and authors the NSRLaw.com blog on NSR developments.
Rochelle King, Supervisor, New Source Review Group (NSRG), Office of Air Quality Planning and Standards, Air Quality Policy Division, US Environmental Protection Agency (EPA)
Rochelle King has been with EPA for over 14 years and currently manages the New Source Review Group (NSRG) in the Office of Air Quality Planning and Standards in the Air Quality Policy Division. Prior to being a Supervisor in NSRG, she worked on regulatory development projects related for various industrial sectors, such as Primary Aluminum, Secondary Aluminum, Asphalt Roofing, etc. Before joining EPA, Rochelle was the Corporate Environmental Manager for Thomasville Furniture Industries Inc., for 14 years where she managed regulatory compliance programs for air, water, hazardous and solid waste, and emergency response for 34 facilities. Rochelle earned her B.S. degree in Chemical Engineering from Penn State University. In her spare time, she is an avid cyclist and spin instructor.
Moderator: Sean Alteri, Environmental Affairs Manager, Nucor Corporation
Sean Alteri serves as the Director of Environmental Permitting and Regulatory Affairs for Nucor Corporation, North America’s largest steel producer and recycler. In addition, Sean is currently a Vice President for the Air and Waste Management Association. Prior to joining Nucor, his environmental experience includes more than 22 years with the Kentucky Department for Environmental Protection, serving as the Deputy Commissioner and the Director of the Division for Air Quality. During his career, Alteri testified before the Senate Committee on Environment and Public Works and the House of Representatives’ Committee on Energy and Commerce regarding the New Source Review program.
