EPA’s New Electric Power Climate and Air Quality Rules and Implications for Other Sectors

This webinar features two experts on EPA’s climate and air quality rules for the electric power sector, focusing on:

  1. Final carbon dioxide (CO2) limits for new gas-fired combustion turbines and emission guidelines for existing coal, oil and gas-fired steam generating units
  2. EPA’s upcoming  proposal for existing gas combustion turbines
  3. EPA’s final Good Neighbor Plan, recently stayed by the Supreme Court, which requires nitrogen oxides (NOx) reductions from both power plants and industrial facilities
The speakers will discuss implications for the power industry and other industries, ongoing legal actions, and state perspectives. Several additional EPA clean air actions will be briefly addressed. The 90-minute webinar will include ample time for audience Q&A.

Presenters: 

David Flannery, Member, Steptoe & Johnson PLLC
David is an Attorney at Steptoe & Johnson PLLC and has focused his practice in the areas of environmental and energy law. He is a founding regent of the American College of Environmental Lawyers, a Commissioner to the Ohio River Valley Water Sanitation Commission (ORSANCO), and a member of the Legal and Regulatory Committee of the Interstate Oil and Gas Compact Commission (IOGCC). He currently represents electric utilities, manufacturers, and trade associations, in a variety of Clean Air Act rulemakings including representation before the United States Court of Appeals for the District of Columbia Circuit and the Supreme Court of the United States in connection with both the Good Neighbor interstate transport rule and Greenhouse Gas rule of USEPA. He holds a Bachelor of Science in Electrical Engineering and a Law degree from West Virginia University. 

Daniel R. Wilkus, P.E., Director, Environmental Services, Evergy, Inc.
Dan is the Director, Environmental Services, for Evergy, Inc. headquartered in Kansas City, Missouri. Dan has over 35 years of environmental compliance experience both as a consultant and as a member of the electric utility industry. His experience includes overseeing air and water compliance related activities including construction and operating permit projects. Over his career, Dan has worked with numerous electrical and industrial facilities regarding environmental compliance issues. Dan obtained a Bachelor of Science in Civil Engineering and a Bachelor of Science in Atmospheric Sciences both from the University of Kansas. He is a licensed Professional Engineer in the State of Kansas.

Moderators:

John D. Kinsman, Consultant - Air, Climate and Environmental Justice
John Kinsman has worked for more than three decades on Clean Air Act policy and regulatory issues, including climate and environmental justice, mostly at the Edison Electric Institute (EEI), last as Senior Director, Environment. He recently served on the A&WMA Board of Directors as a Vice-President and chaired the Board’s Finance Committee. He chaired the Association’s Publications Committee, the Power Generation & Renewable Energy TCC, the Editorial Advisory Committee for EM Magazine, and co-chaired specialty conferences on Electric Power Transformation and on Environmental Justice – From Policy to Practice. His degrees in environmental science are from the University of Virginia and George Mason University.

James Walker, Air Quality Manager, CMS Energy
Mr. Walker currently works for Consumers Energy in Jackson, Michigan as the Air Quality Manager for the Environmental Quality & Sustainability Department. His prior work experience includes being the Corporate Environmental Manager for Rea Magnet Wire Company in Fort Wayne, Indiana and Environmental Supervisor for Ford Motor Company in Dearborn, Michigan. Mr. Walker is currently the President of the Air & Waste Management Association (Association). He has previously served the Association as the Secretary and Chair for the East Michigan Chapter, as a Board Member for the Indiana Chapter, and Board Member and Chair of the East Central Section. He was previously the Membership Chair for the Board of Directors and is the Past Chair of the Section and Chapters Council. His education includes BSE, Chemical Engineering, University of Michigan–Ann Arbor, 1987 and MBA, Operations Management Concentration, Oakland University, 1994.
