Preparing for the Changes to Subpart W and the Waste Emissions Charge

The changes to the USEPA Mandatory Reporting Rule (40 CFR 98) for Subpart W were finalized earlier this year. Subpart W focuses on owners or operators of facilities that contain petroleum and natural gas systems and emit 25,000 metric tons or more of GHGs per year. The updates for Subpart W go into effect in 2025. There are additional emission sources that will have to report in Subpart W for calendar year 2025 and updates to the calculation methodology. This webinar will review the impacts of the changes to Subpart W including the additional measurements and monitoring required in 2025. The webinar will also discuss the Waste Emission Charge (WEC), which is a fee from the Inflation Reduction Act that will be imposed on methane emissions for some oil and gas facilities that have to report through Subpart W.

Presenters: 

David Morris, Environmental Engineer, Civil & Environmental Consultants, Inc. (CEC)
Mr. Morris is an Environmental Engineer with 20 years of air quality experience in oil and gas and manufacturing industries. His expertise is in permitting, emission calculations, air compliance, Environmental, Social and Governance (ESG) reporting, and Leak Detection and Repair (LDAR) monitoring and reporting. He has done extensive amounts of minor and major source permitting in Pennsylvania, West Virginia and Ohio. He has done emissions inventories, greenhouse gas emission reports, Tier II reports, NSPS OOOO/OOOOa/OOOOb reports for many facilities. He has extensive experience with Promax and GRI Glycalc and has performed LDAR surveys at over 100 facilities.

Laura Newcome, Environmental Manager, Marathon Petroleum
Laura Newcome is an Environmental Manager for Marathon Petroleum Corporation with 13 years of greenhouse gas reporting experience under Subpart W. Her educational background includes a B.A. in Environmental Studies from the University of Colorado at Boulder. She has participated in GHG/Subpart W working groups with API and GPA. Laura has prepared hundreds of emissions inventory reports, greenhouse gas reports, and various other regulatory reports for natural gas gathering and processing facilities in Pennsylvania, Ohio, West Virginia, Oklahoma, Texas and New Mexico. She has also led the implementation of multiple new emissions calculation systems and processes over her 13 years in the industry.

Moderator: Leah Blinn, Corporate Air Quality Practice Lead, Civil & Environmental Consultants, Inc. (CEC)
Ms. Blinn is the Corporate Air Quality Practice Lead for Civil & Environmental Consultants, Inc. (CEC). She is a Chemical Engineer from the Pennsylvania State University with over 23 years of experience in managing and executing air quality work for various industries. Her primary expertise includes air dispersion modeling, emission calculations, permitting and compliance. Ms. Blinn has held numerous offices for A&WMA in the Allegheny Mountain Section, including Section Chair, and served the International Board of Directors as Vice President and Finance Committee Chair. She was the Co-Chair for the 2017 Annual Conference & Exhibition held in Pittsburgh and served on the Nominations Committee in 2020 and 2022. She is currently a Student Scholarship Trustee and a member of the Webinar Committee.
