From Regulations to Software: A Review of NSPS Kc and TANK 5.1 for Storage Tanks

Jamie Godbold, Senior Associate, Landau Associates
Mr. Godbold is a Senior Associate with Landau Associates out of their Baton Rouge, Louisiana office. His experience with storage tanks includes 18 years as an environmental consultant providing air quality permitting and compliance support to various midstream pipeline companies and 7 years in industry managing environmental programs and projects at a pipeline breakout station for a major refined petroleum products pipeline company. Mr. Godbold has used a variety of tools to estimate emissions from aboveground storage tanks including numerous TANKS software versions, several tools available for purchase online, and spreadsheets developed for or by specific clients.
Derek Reese, Policy Advisor, Policy, Economics, and Regulatory Affairs, American Petroleum Institute
Derek Reese, a graduate of Millsaps College, is a Policy Advisor for the American Petroleum Institute. Mr. Reese has coordinated API's (and partnering organizations) responses to the EPA on both NSPS Kc and TANKS 5.1. Derek retired from ExxonMobil as the company’s Principal for Air Quality after more than 30 years of service and has worked with API for the last two years.
Al Reich, Senior Chemical Engineer, Barr Engineering Company
Al Reich is a senior chemical engineer in Barr Engineering Company’s Duluth, MN office. With over 13 years of experience in consulting for the petroleum refining and terminal industries, he provides air quality compliance and permitting services with a particular focus on storage vessel regulations and emissions calculations. His work generally involves helping clients navigate regulatory interpretations, compliance demonstrations, program implementation, and permitting. He holds a B.S. degree in chemical engineering from the University of Minnesota Duluth.
Moderator: Jill Martin, Project Director, ATG
Jill is a Project Director in ATG's Baton Rouge office and has over 18 years of experience in the environmental field, including environmental consulting and state agency experience. Jill has worked with clients in both the petroleum refining and chemical manufacturing industries. Her experience includes, but is not limited to, Title V permitting and compliance, emissions inventory submittals, TRI submittals, RICE MACT compliance, Refinery MACT compliance, HON compliance, MON Compliance, Consent Decree compliance, regulatory applicability analyses, CEMS, RCRA permitting and compliance, stack testing, and ambient air monitoring. Jill enjoys helping clients develop novel solutions for day-to-day challenges that arise.
