The webinar will review key revisions to the Hazardous Organic NESHAP (HON) and Group 1 Polymers and Resins regulations, including NSPS changes to aid in the implementation of compliance programs. Topics including process and maintenance vents, flare and LDAR requirements, fenceline monitoring, and ethylene oxide will be covered. The status of EPA's reconsideration will also be discussed.

Tiffany Dillow, Senior Technical Manager, POWER Engineers, Inc.
Ms. Tiffany Dillow is a Senior Technical Manager with POWER Engineers, Inc., A Member of WSP, based in Baltimore, MD. For 35 years, she has conducted air and water permitting and compliance projects including specialized MACT and NESHAPs assessments for chemical facilities nationwide. Ms. Dillow is Past Chair of the South Atlantic States Section and Secretary of the Chesapeake Chapter. She was Technical Program Chair for the April 2025 HON Compliance Workshop in New Orleans and served on the Baltimore 2002 and Raleigh 2015 and 2025 Annual Conference & Exhibition Local Host Committees. Ms. Dillow holds a B.S. in Geography & Environmental Planning from Towson University and is a National Registry of Environmental Professionals’ Registered Environmental Manager (REM).
Gena Driscoll, Manager, Chemical Sector Services
Mrs. Driscoll is the Manager of Chemical Sector Services with 30 years of experience. She provides consulting for NSR, State and Title V Permitting and Compliance Assistance and serves in Trinity’s Chemical Sector Services Group to provide NESHAP, NSPS and LDAR expertise to the SOCMI industry. Mrs. Driscoll’s early career included positions within State RCRA and Air Quality Programs, process engineering and ESH roles in General Manufacturing, and, prior to joining Trinity - 18 years "on-site" in the SOCMI Industry. At Trinity, Mrs. Driscoll combines her years of “hands-on” technical expertise in environmental regulations with her skill and knowledge of SOCMI and manufacturing operations to assist clients with optimized, strategic permitting and compliance strategies.
Brendan Mascarenhas, Senior Director, Regulatory and Scientific Affairs Department, American Chemistry Council (ACC)
Brendan Mascarenhas is a Senior Director in the Regulatory and Scientific Affairs department of the American Chemistry Council (ACC). In this capacity, Brendan manages ACC’s environmental regulatory portfolio, covering priority air, water, and waste media issues, including aspects of cross-cutting initiatives like environmental justice. This includes developing and executing overall advocacy strategies and leading member committees, drafting and reviewing regulatory comments, and leading and participating in partner coalitions. Prior to joining ACC, Brendan served on U.S. House Congressional staff. He received a J.D. from the Columbus School of Law at the Catholic University of America and a B.A. in Government and Environmental Policy from the College of William and Mary.
Philip Crawford, Technical Manager, ALL4
Mr. Philip Crawford graduated from North Carolina State University in June 2008 with a Bachelor of Science in Chemical Engineering. He started his career as a process engineer in the chemical recovery department of a large pulp and paper mill. He has worked as a contractor for U.S. EPA, an environmental engineer for an electronics manufacturer, and an air quality consultant for private industry. He has provided support for numerous clients in a variety of industries including the forest products, power, pharmaceuticals, public and private universities, plastics, tire manufacturing, and chemical manufacturing sectors.
Moderator: Karen Brignac, Director – EHS, Deltech Monomers OpCo, LLC
Karen Brignac is Director – EHS for Deltech Monomers OpCo, LLC in Baton Rouge, LA, responsible for all environmental, health, safety and security at facilities in Baton Rouge and Troy, Ohio. Karen has over 40 years of experience in industry and consulting. She has a Bachelor of Science degree in Chemical Engineering from the University of Oklahoma. Karen is a director with the Louisiana Section and has also served as Treasurer, Vice-Chair, Chair, Past Chair and on the Fall Conference Planning Committee. She was also the Technical Program Vice-Chair for the 2016 Annual Conference and Exhibition held in New Orleans. She served as co-chair of the HON Workshop held in New Orleans in April 2025.
