National Ambient Air Quality Standards: How Did We Get Here and What's Going On?

This webinar will feature experts addressing the U.S. Environmental Protection Agency (EPA) standards for ambient air pollutants (most notably particulate matter and ozone). Topics include the process for and status of EPA scientific review of the standards; status of litigation; and implementation issues raised at federal and state levels. The webinar will include time for audience Q&A.

Chris Frey, Glenn E. and Phyllis J. Futrell Distinguished University Professor of Environmental Engineering, Department of Civil, Construction, and Environmental Engineering, North Carolina State University
Dr. Chris Frey is the Glenn E. and Phyllis J. Futrell Distinguished University Professor of environmental engineering in the Department of Civil, Construction, and Environmental Engineering at North Carolina State University. From 2021 to 2024, Dr. Frey was on leave from NC State to serve at the U.S. Environmental Protection Agency, including as the Senate-confirmed Assistant Administrator for Research and Development. As part of this role, he oversaw the development and translation of science to inform the National Ambient Air Quality Standards (NAAQS). As a faculty member at NC State, Dr. Frey previously served as a member of the EPA Clean Air Scientific Advisory Committee (CASAC) (2008 to 2012) and as chair of CASAC (2012 to 2015).

Lucinda (Cindy) Minton Langworthy, Counsel, Hunton Andrews Kurth
Lucinda (Cindy) Minton Langworthy is Counsel in the Washington, D.C. office of the law firm of Hunton Andrews Kurth. For over four decades, her practice has focused on issues related to the National Ambient Air Quality Standards (NAAQS), including their review, revision, and implementation. She has participated extensively in rulemakings on these issues and in related litigation and client counseling. Her clients have included trade groups and companies from a wide variety of industries. 

Moderator: John Kinsman, Consultant, Edison Electric Institute (Retired)
John Kinsman has worked for more than three decades on Clean Air Act and energy policy and regulatory issues, primarily for the Edison Electric Institute. Since 2024 he has consulted for electric power organizations on air, climate, energy, and environmental justice issues. He recently served on the A&WMA Board of Directors as a Vice-President. He co-chaired A&WMA specialty conferences on Electric Power Transformation and on Environmental Justice. His degrees in environmental science are from the University of Virginia and George Mason University.
